The industrial hygiene landscape continues to evolve with the Environmental Protection Agency’s (EPA) proposed ban on the solvent 1-bromopropane (1-BP), announced on July 31, 2024. This proposal, published in the Federal Register on August 8, aims to address the health risks associated with 1-BP while emphasizing the availability of safer alternatives.
The EPA isn’t just talking about eliminating 1-BP—they’re introducing a stricter exposure limit too. The proposed Existing Chemical Exposure Limit (ECEL) is 0.05 ppm as an 8-hour time-weighted average (TWA). Compare that to the current ACGIH limit of 0.1 ppm or CAL OSHA’s much higher limit of 5 ppm, and you can see the shift. Notably, Federal OSHA doesn’t even have a PEL for 1-BP, making this proposal a big deal.
Why now? The EPA is emphasizing “safer alternatives” to 1-BP, suggesting this is about protecting worker health while encouraging industries to move toward less hazardous options.
If the proposed rule is finalized, employers using 1-BP will need to reassess their workplace exposure controls and consider transitioning to safer alternatives. Additionally, the new ECEL may necessitate more frequent monitoring and adjustments to personal protective equipment (PPE) and engineering controls.
